In November of 1999 the United States Congress enacted The Financial Services Modernization Act, commonlyreferred to by the last names of its primary, legislative sponsors, “Gramm-Leach-Bliley”. This legislation hadlong been the subject of intense debate within and without the halls of Congress and was years in the making;some say far too many years in the making.
